Land records name and terminology for land measurement all across India

In India, there is no standard procedures being followed in the Registration and Revenue Departments in each State. Moreover the land records and Registration Department records are still not fully Computerised in many States.

I wish to mention in detail the names of various land records and land measurement terminology followed in each State in India. Apart from it, the details of States issuing Non Encumbrance Certificates are also mentioned herewith

Basic land record name in  various States are as follows:

Tamil Nadu – Patta
Andhra Pradesh – Pahani/Adangal
Karnataka – RTC/Katha
Kerala – Thandaper/Field Extract
Puducherry – Patta
Maharashtra & Gujarat – 7/12 (Saath Barah)
Madhya Pradesh – Khasra
Chattisgarh – P-II/B-I
Odisha – ROR
West Bengal – ROR/Parcha
Bihar & Jharkhand – Khatiyan
Uttar Pradesh & Delhi – Khatauni
Rajasthan, Haryana, Punjab, Himachal Pradesh and Assam – Jamabandi

Local terminology used for measurement of land in various States in India (common terminology is Hectares/Acres for Village Properties and Sq.ft/Sq.mts for city Properties in all States in India)

Tamil Nadu - Hectares/Ares (locally the word cent is mainly  used in many Districts for land measurement).
Puducherry - Cawnie/Kuzhi/Centiar/Veesam
Kerala – Cents and Square feet
Andhra Pradesh – Guntas and Sq.yards (in few Districts in AP, land is measured by the term Anganam)
Karnataka and Maharashtra (Rural areas) – Guntas
Gujarat – Hectares/Ares/Guntas and Sq.mts/Sq.yard for city Property
Odisha – Decimal
Bihar and Jharkhand – Katta and Decimal
Assam – Katha, Lessa
Himachal Pradesh and Uttar Pradesh – Bigha
Rajasthan – Bigha and Biswa
Haryana – Bigha, Biswa, Biswani, Kanal and Marla
West Bengal – Decimal, Cottah, Sadak and Bigha

Non Encumbrance Certificates

Non Encumbrance Certificates are Extracts issued by the Registration Department which states the details of various transactions which have taken place in a particular piece of land/Property for certain specific period of time. Transactions like Sale Deed, Gift Deed, Settlement Deed, Release Deed, Lease Deed, Mortgage Deed, Mortgage Discharge Receipts, Court Attachment details, Income Tax Attachment details etc shall be reflected in a Non Encumbrance Certificate. Only in the State of Tamil Nadu, the details relating to Power of Attorney transactions executed after 1st Nov, 2010 also appear in the Non Encumbrance Certificate. However the details relating to execution of General Power of Attorney do not appear in other states.
  
Computerised Non Encumbrance Certificates are issued by the concerned State Registration Department only in the following 6 States in India
Andhra Pradesh          (01.01.1980 onwards)
 TamilNadu                 (01.01.1987 onwards)
Karnataka                  (01.04.2004 onwards)
Kerala                        (01.01.1992 onwards)
Gujarat                       (01.04.1994 onwards)
f)       Orissa                          (May 2010 onwards)

Manual Non Encumbrance Certificates (hand written) are issued by the concerned State Registration Department in the following States in India (National Shame that the records are still not Computerised)

Jharkhand
Madhya Pradesh
i)        Punjab
      Uttar Pradesh

  The States of Maharashra, Rajasthan and West Bengal Governments do not issue Non Encumbrance Certificates at all. (West Bengal is the only State in India which do not have a separate stamps and registration department. Directorate of Registration and Stamps comes within the purview of Finance Department in West Bengal
