States having high and low Stamp duties and Registration fees in India

States/UT all over India with high and low stamp duty and registration fees for Sale Deed

A – State/UT having lowest Stamp Duty for Sale Deed

(i)             Uttarakhand – 3.75% for Property purchased only in the name of females (up to 20 lakhs in value)
(ii)               Haryana & UP -4% for Property Purchased in the name of females in rural area
(iii)             Delhi – 4% for Property Purchased only in the name of females
(iv)             Rajasthan – 4.4% for Property purchased only in the name of females
(v)               Gujarat – 4.9% (no Gender discrimination)
(vi)             Maharashtra, Odisha & Himachal Pradesh – 5% (no Gender discrimination)
(vii)           Andhra Pradesh - 4% (However transfer duty - 1.5% & registration fees - 0.5%)
(viii)         Jharkhand – 4% (However registration fees - 3%)

B – State/UT having highest Stamp duty for Sale Deed all over India

(i)                 Puducherry – 10% on Guideline Value
(ii)               Kerala - 9% - Corporation limits Property
(iii)             Assam – 8% - Property Purchased by men
(iv)             Bihar – 8% - Property Purchased in Urban areas
(v)               Haryana – 8%- Property Purchased by men in Urban areas

C- State/UT having lowest Registration fees for Sale Deed all over India

(i)                 Uttar Pradesh                  – Rs.10,000/- (Max upper ceiling limit)
(ii)               Punjab                              - Rs.10,000/- (Max upper ceiling limit)
(iii)             Haryana                           - Rs.15,000/- (Max upper ceiling limit)
(iv)             Himachal Pradesh           - Rs.25,000/-(Max upper ceiling limit)
(v)               Maharashtra                    - Rs.30,000/- (Max upper ceiling limit)
(vi)             Puducherry                      - 0.5% on Guideline Value
(vii)           Madhya Pradesh             - 0.8% on Market Value

D- State having highest Registration fees for Sale Deed all over India

(i)                 Assam                               - 8.5 % on Market Value
(ii)               Jharkhand                       - 3% on Market Value
(iii)             Kerala, Odisha & Bihar - 2% on Market Value

Hence overall, Himachal Pradesh has the lowest stamp duty and Registration Fees (put together) in India followed by Maharashtra, Gujarat and Andhra Pradesh

States/UT which give concession in stamp duty for purchase of Properties in the name of females:

Assam – 1%
Chattisgarh – 1%
Delhi – 2%
Haryana – 2%
 Rajasthan – 1%
Uttar Pradesh – 1%
Puducherry – 5% (provided the Property purchased should not be re-sold within 5 years from the date of Purchase)

Note: Madhya Pradesh recently discontinued grant of concession in stamp duty for Properties purchased in the name of females
